It is, in reality, what I call real “Community-Oriented Policing.” Unless our nation’s police are willing to work and serve like Officer Willingham, American policing will never be able to rise to its full potential.]

Flint, Mich. — “I joined the Flint, Mich., police force nearly 20 years ago because I believed I could make a difference. Police officers are problem solvers. But sometimes it seems as if the problems have no end. How can a city fall so far that we lose sight of the possibility of solutions?
“In recent years here in Flint, we have been asked to do more with less. Our wages and benefits have been cut by more than a quarter since 2011. Because of budget issues, many of us have been laid off and rehired multiple times (for me, it was three times in six years). We used to number roughly 300 police officers; now there are only around 100. Nationwide, there is an average of three police officers for every 1,000 citizens; in Flint, it’s half an officer for every 1,000 citizens.
“In one of America’s most dangerous cities, the people who secure the city are less secure than they’ve ever been. Yet we continue serving, as we did through the loss of General Motors, through the crack cocaine epidemic and, most recently, through the mass lead poisoning of Flint citizens.
“The crisis around Flint’s poisoned water points to a larger issue of structural racism and poverty in urban society. How can citizens in Flint trust the police to protect them when they can’t even trust their government to provide them with clean water? This is the kind of question that has placed police officers and African-Americans on a collision course. Police officers are seen as outsiders in urban America. White officers are seen as racist, while black officers like me are seen as traitors to our race.
“We’re policing a community in survival mode, where adults lack jobs and children lack opportunities, where drugs and guns are plentiful, where the abnormal has become normal. Police officers deal frequently with behaviors that, while suspicious, are not criminal — or at least not criminal in any meaningful way: panhandling, loitering, mentally ill people endangering themselves walking in traffic, people carrying televisions down the street. Sometimes it’s a guy riding a bike, pulling a lawn mower on one side and a dog on a leash on the other. Is the lawn mower stolen, or is this just another oddity produced by the stresses of our environment? At a time when relations between the community and the police are under great scrutiny, tensions in these everyday interactions are inevitable.
“Police officers do sometimes make bad decisions when dealing with citizens, but the bigger problem is the social structure that dictates the negative interaction in the first place. While cultural competency for police officers can always be improved, the real solution would be the elimination of the ghettos and poverty. Politically speaking, America desperately needs an urban agenda.
“Those police officers who make it are resilient men and women of all races who have been tested in just about every way possible. When those people come together and realize that they’re all in the same boat, what you have is a strong, experienced, formidable police force.
“When families are in crisis, it’s the police officer who becomes a counselor. When children go astray, the police officer becomes a surrogate parent. When the economy fails, police officers help feed families. When neighborhoods break down, police officers help facilitate understanding. When citizens can’t reach local politicians, it’s the police officer who must answer their questions.
“I’ll never forget the night I received a call to check out a home where neighbors suspected that small children had been left alone. The house sat on a dark corner where the streetlights didn’t work. As I walked up to the front of the house, I saw there was a light on inside and the door was partly opened. When I knocked, a small boy, about 7, answered. He asked me, ‘Did you come to bring us food?’
“When I entered the home I found his four brothers and sisters, between the ages of 5 and 12, in the kitchen, searching for food that wasn’t there. The boy asked me again, ‘Did you come to bring us food?’ I asked the child where his mother was, and he pointed me to the living room, where I found the young mother, crying on the couch. She had been evicted, and the family had to leave the house that night. But she had no car, no phone to call anyone to help her, and no way to feed her children.
“I made some calls for her on my cellphone until we could arrange a ride. While she waited for the ride, I went to a local restaurant and got meals for the family.
“These are things that Flint police officers of all races and genders do for citizens on a regular basis, though often the police administration and City Hall officials have no idea. Protecting and serving in an urban community is about much more than crime fighting98
“The police officer in Flint is arguably the most accessible leader available to the people. We are always judged by our response times. No other city leader has this level of accountability. The more hats we wear, the more society expects from us. People expect the police to positively resolve every situation they’re called into, and when they can’t, they’re quickly criticized.
“In the end, the burden placed on urban police is that they have the power to either tear a city apart or help hold it together. With all that Flint has been through, I believe it still stands today because of its Police Department.”

Winterize Your Toilet

Making Sense of Multiple Sclerosis
I was diagnosed with multiple sclerosis in 2006. Although my life has taken many twists and turns since then, I’ve kept my chin up with my own brand of spectacularly relentless optimism.
Recently though, after taking our first family vacation in two years, I was feeling a bit down. Prior to this trip I hadn’t been well enough get on an airplane and travel much, so my husband and the boys had been vacationing without me, which I fully supported. I don’t think it makes sense for others to be deprived due to my limitations.
However, when we returned from our trip, I wasn’t feeling awesome. Some of my symptoms had increased and I felt somewhat anxious about that. I felt grumpy that instead of working out to feel good, I was digging myself out of a hole. It doesn’t really make much sense on a rational level, and yet, a lot was stirred up within me. I think travel does that to many people whether we’re dealing with chronic health issues or we’re in perfect physical shape.
In any event, to clear my head, I went down to our basement to have some quiet time. I wanted to move and stretch and do gentle yoga. As my mind cleared and my anxiety died down, I was filled with new feelings that were not familiar to me.
In my typical world outlook, everything has a reason. Even the smallest events have meaning, and my life is filled with purpose. But, for a few minutes, I let that view unravel and allowed my mind to wander. As my thoughts moved around, I wondered, what if I have this illness for no reason at all? What if I’m sick and it simply sucks? What if there are no lessons to learn? What if this isn’t supposed to make me a better person? How can I make any sense at all of the damage this disease has done to me, and by extension to my family?
For a few short minutes I let myself feel the weight of having been diagnosed with this serious neurological condition that we refer to as multiple sclerosis. I let myself truly understand the reality of it. From that I finally permitted myself to utter a silent complaint, and I fully came to terms with the fact that I don’t enjoy dealing with the limitations, complications, and baggage that hitchhike along with MS. The worst thought of the bunch swimming through my head? What if I don’t get well? Ever?!
In those few minutes, with all of those questions splashing around the ocean of my mind, it was the perfect time to stop thinking and let the tears sprout from my eyes and splatter across my face.
Then something happened. In letting go of my iron-willed optimism I was able to grieve a bit, and it felt good to be sad. It felt congruent. I had let go of some stubborn determination which was covering up anger and more than a touch of perfectionism. I had admitted to myself, that I don’t like this. In fact, I don’t like any part of it!
I’m totally ready to let go of this disease if that can happen. I work towards that end every single day in everything I do, from carving out enough time for sleep, to eating well, and getting just the right amount of exercise, along with prayer and affirmation. At the same time, I’m also ready to deal with whatever comes my way.
I’m relieved that I’m no longer forcing myself to pretend that I’m ok with the burden of this disease, because there’s nothing ok about living with a disability like MS. It’s awful for me, in ways that I will not go into here. It’s equally rough for my husband and children. They are tasked with the incongruity of watching a loved one suffer from a major illness, while carrying on with the normality of their everyday lives.

Ten Hard Lessons Learned
Over the years, these always seem to be the “hard lessons” inherent in organization change and improvement.
[Sometimes it helps to look back and try and find out why something that seemed so important, so necessary, years ago seems to have fallen by the wayside.
Statistician W. Edwards Deming and his followers greatly influenced me by their work to show us how to improve the quality of our goods and services. After all, shouldn’t everyone of us be interested in improving things and doing so continuously at work, home, and at play? Isn’t the quest to improve that which we do a part of our culture? Isn’t that what we do in America?
I wrote the following article for the “Quality Progress” magazine to explain what happened in my city when top leadership changed hands. I began to see that there were some things in our society, work and political systems that work against improving things. After reading this, you may find an answer to your question about why things don’t improve in your workplace like they should.]

Quell the Hate; Stop the Ambushes!
I.A.C.P. Article Shows Alarming Spike In Ambush-Style Attacks On Police Officers.
The data are alarming: CBS News (11/21) reports that after a massive manhunt in San Antonio, officers arrested a suspect. San Antonio police Chief William McManus said the officer was targeted for wearing the “uniform.”
The AP (11/21, Webber) reports “One-third of police officers shot to death on the job this year were purposely targeted by their assailant.”
NBC News (11/22) reports, “127 officers have been killed in the line duty in 2016, a 67 percent jump from the same time last year.”
Police departments around the country are encouraging caution; with Dallas encouraging his officers to pair up with a partner and in Chicago, “police officials distributed a safety bulletin and reminded officers to be ‘extra vigilant’ while conducting traffic stops and field interviews.”
This is my take on the uptick of police ambushes:
This phenomenon was part of policing in the 1960s. As a cop on the street, I had to make a choice — was I going to be part of the problem or part of the solution? I chose the latter. And that was to make sure my contacts, especially in communities of color, were marked by what we call today “Procedural Justice;” that is,
- Listen (listen and hear what you are told; the person’s story).
- Show respect (treat all persons, even the nasty ones, with dignity and respect).
- Being neutral (make your decision-making process unbiased and trustworthy).
- Explain your decisions (share how your decisions are made).
- Be helpful (show you are interested in the person’s personal situation).
What I don’t hear a lot about today is that the dangerousness of policing can be elevated by police officers who do not practice Procedural Justice; simply stated, they do not show respect for those whom they encounter on the job. I believe disrespectful behavior by some police officers leads to unchecked anger and the potential for attacks on other police officers.
Surely, in this world of social media, the acts of a few bad cops put other police officers in danger.
So, if we want to do something about reducing the dangerousness of policing, it can begin today. Start practicing Procedural Justice. And one more thing for police officers: when you see a fellow officer NOT respecting others, say something, then DO something!

Hello friends! Winter is coming, and along with it the fun and festivities of the holidays. To make sure that our animal friends are also included in the holiday cheer, Roots & Shoots is holding our annual Holiday Hounds fundraiser throughout week!
A variety of stuffed animals ranging from adorable to adorable will be sold in the cafeteria between 50 and 150RMB. All proceeds will go to providing the animals of the BHAEEC animal shelter with food, blankets, vaccines and other necessities for the long, harsh winter months.
"Amidst the Christmas carols, eggnog, cookies and mounds of presents, may your heart be filled with contentment and the unique feeling of joy that the season brings.."

ELO SIGN UPS NOW OPEN
The updated ELO Guidebook is now available here on Dragon’s Gate! Inside the guidebook is the link to sign up for ELOs. In the sign up form you will be asked for three ELOs you are interested in. While we cannot guarantee you will placed into your first choice, you will certainly be in one of the three you choose!
If you are interested in an ELO that has a supplementary fee, please be sure to discuss this with your parents before sign ups close on Friday at 6pm.
