WhatsApp Challenges: Finding Evidence With Oxygen Forensic Detective

With more than 1.5 billion users and 5.5 billion messages per day, WhatsApp is without a doubt the most popular messenger in the world. All messages sent using WhatsApp have end-to-end encryption, meaning they are unreadable if intercepted by anyone, including law enforcement and WhatsApp itself. More importantly, WhatsApp communications are never stored on the WhatsApp server. It is no surprise with this type of security built-in to the application it is often the choice communication platform of users with nefarious agendas. Keeping that fact in mind, it is imperative investigators are armed with methods and tools to recover this essential data. Oxygen Forensics offers the most comprehensive WhatsApp data extraction and decryption tools in the market.

Forensic Examination Of Manipulated Email In Gmail

by Arman Gungor Last week, I came across an interesting post on Forensic Focus. The poster, jahearne, was asking about how one can detect manipulation of an existing email in Gmail. In his hypothetical scenario, the bad actor was using Outlook to edit the message and change its contents after it was received. I wanted to reproduce this setup and examine the results to see what we find out. I started by performing a baseline acquisition of the target email account over IMAP—which is the same protocol Outlook would use to connect to Gmail. This allowed me to capture the Internal Date Message Attribute as well as the Unique Identifier (UID) Message Attribute for each message before any manipulation took place. I used our Forensic Email Collector to do this, but you can also capture these values by directly interfacing with Gmail’s IMAP server. Read More

Educating Judges, Prosecutors And Lawyers In The Use Of Digital Forensic Experts

Hans: Yeah, welcome this morning and thank you. I think the keynote for me was very lucky, a public prosecutor from Italy, and now I will tell about educating judges, prosecutors, and lawyers in the use of digital forensic experts. Thank you, [Marie Angela], for the introduction. I have many different heads, and one of them is working at the Netherlands Register of Court Experts. The paper that’s in the proceedings I wrote together with Sophie van Loenhout, who was working with me at the Netherlands Register, but she left last year actually, but her colleagues are here, joining us at this conference also. Even though they are not very technical, they are involved in this registration process, and I will try to explain to you what we did. Read More

Introducing DFIR Review: Fast Peer Reviewed Research In Digital Forensics

In digital forensics we see a lot of research that takes place outside the boundaries of conferences and academic research projects. Often someone will conduct a piece of research that's relevant to their present needs, and might post about it on social media or on their personal blog, but although these can be a handy source of information, it also can be hard to find what you're looking for and work out whether the new technique or product you are looking at is reliable and robust. Enter DFIR Review, a new initiative which responds to the need for a focal point for up-to-date community-reviewed applied research and testing in digital forensics and incident response. DFIR Review concentrates on targeted studies of specific devices, digital traces, analysis methods, and criminal activities to help digital forensic practitioners deal with real-world issues. If Asia Can, Why Can’t We?

    https://boingboing.net/2019/01/21/using-pikes-to-confront-and-im.html

I ran across the above video which shows some Asian people (China?), possibly mental health workers in white coats. Later they are joined by police while restraining (without use of deadly force) a disturbed man on a crowded street. Note that the suspect is threatening them with a machete-like blade.

Having watched numerous uses of deadly force by our police, I was pleasantly surprised to find what I have been advocating all these years seems to be possible — that police can develop less-than-deadly ways to handle disturbed persons with cutting or striking weapons.

Yes, if police in this nation can control and take a weapon-wielding suspect into custody without taking his life, why can’t we?

Here’s an assignment: Be creative and develop a way to control knife and club-wielding suspects without taking their lives!

Random Thoughts on Sports Performance Training – Installment 32

In light of the busy baseball offseason, I'm long overdue for an update to this series. So, here goes!

    1. Have a long-term plan, but not necessarily a long-term program.

The other day, an observational visitor to CSP-FL asked me if I had a big, overarching goal for all our professional baseball players. My response was simple: "Minor league guys need to get through five 4-week programs, and big leaguers need to get through four."

The MLB regular season always ends on a Sunday, so the math is actually easy to do. We know most MLB guys report around February 14, which gives us 19.5 weeks for the offseason. That 3.5 week "buffer" accounts for some time off, some vacation, a few days over the holidays, and travel to Spring Training. We "give" a little bit on guys who played well into the postseason in the previous year.

Over this 16 weeks of training, we transition from active recovery, improving mobility and building work capacity, to building strength and power, to transitioning into more specific skill development. It's all something we've become comfortable handling as long as we can get in those four program blocks. However, while we have a long-term plan, we don't write all the programs up in advance. Why? Very simply, what you put on paper for a January program when you write it three months in advance almost always needs to be modified prior to the time when it's actually being executed. Even the best players on the planet who've established really good offseason routines have to call audibles on the fly as various things come up throughout the offseason.

Have a general framework in place, but don't be so rigidly adherent to it that you can't pivot on the fly over the course of several months. It'll save you time and make your programming more effective if you write the specific components of your offseason progressions when the time is at hand.

    2. Good coaching always comes back to relative stiffness.

Give this video of a back-to-wall shoulder flexion a watch:

Now, think about what's happening from a stiffness standpoint. When the arms go overhead, we're asking good stiffness of the anterior core (rectus abdominus, external obliques), glutes, and scapular upward rotators (upper trap, lower trap, and serratus anterior) to overpower bad stiffness of the lumbar extensors, lats, and scapular downward rotators (levator scapulae, pec minor, and rhomboids).

This good vs. bad stiffness interaction is taking place in every single movement we prescribe and coach. If we don't appreciate functional anatomy and understand how to tone down the bad and tone up the good, we simply can't be efficient coaches.

If you're looking to learn more about relative stiffness, I'd encourage you to check out Functional Stability Training: Optimizing Movement.

    3. Be careful with predicted max charts.

Last week, I hit a personal record (PR) with five reps at 600lbs on my conventional deadlift.

PRs asid, though, it was actually a pretty good example of how off the predicted max charts really are.

After this set, I plugged 600 pounds and 5 reps into four separate predicted max calculators I found on the internet. The projections for my 1RM were anywhere from 675 pounds all the way up to 705 pounds. That 675 might be a possibility, but taking that to a 705 might very well be two years worth of specialized deadlift training.

Predicted max calculators have their place, but don't think for a second that they're perfectly accurate. And, they're even less accurate with a) more experienced lifters and b) lifters with a heavy fast twitch profile.

    Keto Golden Turmeric Latte

When I was a yoga teacher in New York City in the early 1990’s, I studied Ayurveda. As we went deep into this intensive training we learned to diagnose different conditions and treat them with herbal remedies and yoga asanas.

    Using Herbs for Healing

One of the best things that came from my Ayurvedic training was learning how to use herbs in a synergistic fashion. Because of that training, I know how to create healing drinks like this incredible low-carb Keto Golden Turmeric Latte.

    Turmeric the Golden Spice

You may be familiar with turmeric as a spice used in South Asian and Middle Eastern cooking. Turmeric is the main ingredient in curry and the one that leaves yellow stains on my white marble countertops if I don’t wipe it up right away.

    What is Curcumin?

Turmeric is an important component of both Western and Eastern medicine. It contains curcumin, a bioactive compound that has a wide array of healing properties. Modern science has found that this traditional remedy can come close to working miracles through its powerful anti-inflammatory processes.

    7 Health Benefits of Turmeric

I interviewed my colleague Dr. Robert Rountree, author of Smart Medicine for a Healthier Child and editor of the journal, Alternative and Complementary Therapies. According to Dr. Rountree,  turmeric is beneficial for a wide variety of conditions and ailments. Here are just a few!

    1. Improves Digestion

Turmeric improves digestion and can be used as a remedy for stomachaches and Irritable Bowel Syndrome (IBS), including treating symptoms such as bloating and gas.

    2. Enhances Brain Function

Like exercise and the Keto Diet, curcumin promotes growth of Brain Derived Neurotropic Factor (BDNF), an anti-inflammatory agent that enhances and extends the life span of brain cells.

    3. Cures Skin Disorders

Curcumin contains natural antibiotics and antiseptics that heal wounds including cuts, burns, bruises, and other types of lesions to the skin. It is also useful in treating skin disorders such as eczema.

    4. Regulates Hormones

Turmeric regulates hormonal imbalances in women that can lead to estrogen dominance, irregular periods, and acne.

    5. Relieves Muscle and Joint Pain

Turmeric has antiarthritic effects that reduce joint inflammation by blocking the formation of NF-kB, a pro-inflammatory substance. Curcumin also has analgesic, or pain blocking properties similar to those of aspirin and other NSAID’s, without gut harming side effects such as eroding stomach lining.

    6. Prevents Cancer

Curcumin is a potent anti-cancer agent. It fights cancer by preventing genetic mutations and the growth of existing tumor cells. Further, curcumin can actually destroy existing tumor cells by preventing blood supply to them.

    7. Natural Botox

In addition to containing potent antioxidants that slow the aging process, curcumin promotes the formation of proteins that create smooth, supple skin.

    Keto Golden Turmeric Latte Recipe

I love turmeric for all of the reasons above and so many more! I make sure to get as much turmeric as I can by adding it to stir-fries, curries, and keto drinks such as this low-carb Keto Golden Turmeric Latte made with coconut milk.

    Golden Turmeric Latte
      Servings2
      Ingredients
      Instructions
      1. Combine ingredients in a saucepan
      2. Bring to a boil, then reduce and simmer 10 minutes
      3. Use a tea strainer to transfer mixture to a vitamix
      4. Blend on high speed until frothy
      5. Serve

This comforting Keto Golden Turmeric Latte is delicious straight up or sweetened. I usually add a few drops of vanilla stevia. If you don’t like stevia feel free to add honey or maple syrup. Blending the latte makes it incredibly frothy and delicious, but if you don’t have a vitamix simply strain straight into mugs and drink it up!

Do Turmeric and Black Pepper Work Together?

Finally, you will often see black pepper used in recipes that call for turmeric because they work in a synergistic fashion. Among his other observations, Dr. Rountree pointed out that black pepper enhances the absorption of curcumin.

Get Turmeric on the Go with A Curcumin Supplement

Dr. Rountree also reminded me that taking a curcumin supplement is a good hack if you need to get this healing miracle spice into your routine when you’re on the go!

Uses of Force: A Much-Needed Discussion

It’s about time cops sit down with each other and start a serious discussion about reducing the uses of deadly force– and proposing some less-than-deadly alternatives. The next step is to thoroughly discuss the findings with community leaders.

My sense is that communities throughout America are expecting their police to respond to the crisis in confidence that Ferguson generated. This pertains especially to communities of color!

Kudos for PERF and the LAPD to join in this effort as they proposed the following:

      ——————

“This situation is familiar to most police officers.

“An unarmed individual, possibly in a mental health crisis or under the influence of narcotics, wanders into a busy street, disrupting traffic and endangering himself and others. Responding officers attempt to communicate with the subject, but he is not responsive and continues to move in and out of traffic. Going “hands on” with the subject might be too problematic, and use of a less-lethal device may be ineffective. In situations like this, officers often face a gap in the tools and tactics that are readily available to them.

“The PERF-LAPD conference will dissect challenging situations like this one and examine key questions such as:

      • What tools and tactics are agencies currently using, and how successful are they?
      • In an ideal world, what types of innovative, perhaps never-before-developed tools and tactics would help patrol officers safely and effectively resolve these situations?
      • In those instances in which an electronic control weapon (ECW) or other less-lethal tool is deployed but is not successful, how can an officer successfully transition to “Plan B?”
      • What devices or technology that are not intermediate force options (e.g. ECW, Baton, OC Spray, etc.) could work for a person who is non-compliant and not violent?
      • What are the policy considerations and evolving case law that govern the use of ECWs and other less-lethal tools in these types of encounters?

“This unique national conference will explore what leading police agencies are already doing with respect to use-of-force tools, tactics and training, including PERF’s ICAT (Integrating Communications, Assessment, and Tactics) curriculum. In addition, the conference will challenge participants to consider what may be possible in the future and brainstorm new ideas and approaches.

How to Reduce Clutter in Your Home

The sheer amount of stuff in our lives can be completely overwhelming. Simply cleaning and maintaining our homes is a job in and of itself. Worse still, once you get behind it seems impossible to catch up. If you’re wondering how to reduce clutter in your home, begin the journey with me here.

How to Reduce Clutter in Your Home…

De-cluttering is essential to creating a space that my family can thrive in. Removing clutter from our home has kept us organized and contributes to a more relaxing, stress-free environment. Over the years I’ve become an expert at creating this simplicity for my family and now I’m sharing my simplification secrets with you!

      …With the Art of Simplicity

how to declutter your homeIf you make my easy recipes you know that I worship the art of simplicity. I have a passion for uncomplicated comfort. I’ve shared that passion with my boys and husband and now they’ve built this habit as well.

That’s not to say that when the boys are home from college, running around town, catching up with friends that their rooms are clean. Often nowadays I walk in and there are clothes all over the place. But when they lived under my roof full-time we had rules! And of course consequences.

      It’s Not About Perfection

The anecdote above is to let you know it’s not about perfection, it’s about function. So let’s get started!

      1. Determine What’s Essential or Do I Use This

“Determine what’s essential” sounds fancy. Basically, this is what I call the “use it or lose it” rule. Your possessions don’t have to be exceptional to be worthy, they just have to be useful. It’s that simple. Forget about asking yourself “do I need this?” because we don’t need 90% of what we have. Instead, ask yourself, “do I use this?” If you don’t, it likely doesn’t belong in your home.

      2. Treasure or Trigger?

I remember helping a friend a couple of decades ago. We cleaned out her New York City apartment after she went through a painful divorce. The process required a lot of time, and a lot of sorting and the emotional baggage that some of the items contained was intense. Your space holds stuff, that stuff holds memories, and those memories hold energy. It’s ok to give things away that you don’t resonate with positively. In fact, it’s ok to give away anything! A special family heirloom could be your treasure. It could also be a trigger, an anchor that activates memories you don’t want to hold onto and be reminded of (even unconsciously) every single time you look at it. Making space in your home will make space in your heart. And your brain too.

      3. Tackle Types of Stuff, Not Rooms

How to Reduce Clutter in Your Home

Tackling types of stuff rather than rooms will conserve a lot of brain power. This is something I’ve done for as long as I can remember. I take on clothing, for example, so I can get a full inventory of what everyone needs, or rather no longer needs. Same for books. I like to look at all of the books we own in totality to get an idea of what we have and what needs to go. I’ve heard this is a Marie Kondo strategy so I must be doing it right!

      4. Do the Visible Clutter Before the Invisible Clutter

I like to work on the visible clutter that’s on surfaces before I do anything else. This keeps areas free to become important work spaces. It will also give you immediate results, or at least results after a couple of hours if your house is really full of stuff and in need of some de-cluttering love.

      5. Sort Your Stuff

Sorting is the name of the game when it comes to de-cluttering your home. It’s the first thing I do when I get down and dirty! I make piles for these four types of items:

      1. Keep
      2. Relocate
      3. Giveaway
      4. Discard

We put away the “keep” and “relocate” items, and whatever we’re letting go of into a giveaway box or a trash bag for items we’re discarding. When I sort stuff with the boys in their rooms we also use a recycling bag for unwanted papers.

      6. Forget Spring Cleaning, Frequency = Your Friend

Last summer, one of the boys wanted to go shopping for clothes with his friends. I told him I’d help him clean out his closet prior to the shopping trip. An hour later, he and his friend Jack came downstairs with arms full of clothing he had outgrown. Last year he grew 6 inches and is now well over 6 feet tall. We’ve been cleaning out the boys’ closets since they were very little and I’m grateful that this habit has become so contagious that the boys now do it themselves!

      7. Less is More

How to Reduce Clutter in Your Home

This is a photo of my favorite neighbor’s pottery cabinet. We did a big clean out of it on New Year’s Day, eliminating four bags of pottery and trays that she took to Goodwill later in the week. She was so much happier with the cabinet after this clean out and reorganization. Having all of these useful items that she loves, at hand and easily accessible, made her more relaxed and optimistic about entertaining. Now it’s full of her favorite beautiful and functional pieces. Cleaning out and editing made this collection feel so much more abundant.

      8. Get a Giveaway Pile Going

I have a designated area in our garage for items I’m giving away. First, I offer the neighbors clothing in good condition that the boys have outgrown. I don’t give our neighbors dirty, stained, or ripped clothing, which I use as rags or for patching other clothes. Sometimes these items get thrown away. Store your giveaway pile in the basement, or if you live in an apartment, in the bottom of a closet. All of the leftover items go to a local thrift store.

      9. Don’t Let Clutter in

I don’t accept free gifts and other things I won’t use and politely say “no thank you” when stores have promotions. When we’re sent samples or holiday gifts from companies they go in the giveaway pile. Unless it’s wine which is amazing and useful for entertaining. We also don’t go shopping as an activity, and we don’t shop to pass the time, so we don’t end up buying things that are useless. Another habit is that I keep a certain number of hangers in my closet so that when I buy a piece of clothing, I give away something else to keep inventory as low as possible.

      10. Use the Buddy System

How to Reduce Clutter in Your Home

Using the buddy system is fantastic because de-cluttering can be emotional. You may want to hire a professional organizer if it’s in your budget. Or, like me, you may want to do these types of projects with a friend. When we were evacuated due to a forest fire in 2017, we stayed with friends. During that time, I helped them clean out their pantry. The buddy system is great for a few reasons. First, cleaning, sorting, and organizing your belongings can be stressful, so having a friend hold your hand is wonderful. Second, it makes the entire process fun and time flies by. Finally, you can also bounce ideas off your friend and they can hold you accountable, asking if you really need to keep something or give you permission to let it go.

      Your Tips for Reducing Clutter

If you’re a regular reader here, you’ve experienced the theme of healthy simplicity that is woven into my recipes and my life. Now, let me know how you feel about de-cluttering. What are your biggest challenges? What are your favorite strategies for simplifying your stuff?

Analysis And Circumvention Of Samsung Secure Boot Enforced Common Criteria Mode

Gunnar Alendal discusses his research at DFRWS EU 2018. Gunnar: Now to something completely different, as they say. My name is Gunnar Alendal, I’m a PhD student in Norway at the Norwegian University of Science & Technology. I’m mainly doing work in digital forensics, and mainly concerning the digital acquisition – that means getting access to data, in the first hand, not so much the analysis of it. And I will try to look into using more offensive techniques to get data in digital forensics. That’s sort of the goal. So, you can see this paper, and this is sort of a contribution in that sense, sort of a case study. And this is also a long and complicated title, which promises probably more than it actually is giving you, as it implies something about common criteria. But if any of you are experts in common criteria, you’ll soon know that we are moving away from this; it’s just the name that it bears. So, you’ll soon see.

2019 Cressey Sports Performance Collegiate Elite Baseball Development Program

Registration is now open for the 2019 Cressey Sports Performance Collegiate Elite Baseball Development Program. This event takes place at our Hudson, MA facility, and runs from 6/3/19 through 8/10/19.

During last year's offering, we had pitchers move to Massachusetts from sixteen different states. This summer, we anticipate another awesome collection of motivated athletes who'll push each other to get better in conjunction with the same training opportunities and expertise we provide to our professional athletes.

This program is a good fit for pitchers who need to prioritize development over just getting innings or exposure. In other words, it's a suitable replacement for those who still need to throw, but also need to gain 20 pounds, learn a new pitch, sort out old aches and pains, or improve their mobility.

Each athlete will begin with a thorough initial movement and pitching assessment that will set the stage for individualized strength and conditioning and throwing programs, respectively. These programs correspond to six days a week of training. Generally, four of the six training days per week are double sessions, with throwing in the morning and strength and conditioning in the afternoons. A typical training week would look like the following:

Monday: AM throwing, PM Strength and Conditioning
Tuesday: AM throwing, PM Strength and Conditioning
Wednesday: Late AM throwing and movement training (at field)
Thursday: AM throwing, PM Strength and Conditioning
Friday: AM throwing, PM Strength and Conditioning
Saturday: Optional AM Mobility Work and Recovery Session, AM Throwing and movement training
      Sunday: Off

In our throwing programs, we integrate weighted ball work, long toss, and bullpens (including video analysis). We'll integrate Rapsodo in these bullpens as well.

All the athletes will receive manual therapy with our licensed massage therapist, and nutritional guidance throughout the program. Also to help with recovery, athletes have access to MarcPro, and Normatec.

Last, but not least, we'll incorporate a regular educational components to educate the athletes on the "why" behind their training. Last year, this consisted of not only staff presentations, but also conference calls with Major League players and established coaches from around the country.

The best part is that it'll take place in a motivating environment where athletes can push each other to be the best they can be. By optimizing the situation, you can help change the person.

Interested in learning more? Email cspmass@gmail.com - but don't delay, as spaces are limited; this offering sold out last year, and we'll be capping the group size.

In the coming weeks, we'll be highlighting some case studies from last year's group that should give you a better feel for how the programs work.

Interview With Andrew McDonnell, Regional Forensic CCTV Manager, West Yorkshire

Andy, you're Regional CCTV Manager for a forensic laboratory in Yorkshire & the Humber. Tell us about your role: what does a typical day in your life look like? I usually start each day by checking emails on my laptop at home while having breakfast and trying to find out what the day's operational workload is likely to consist of. Once in the office, as cliché as it sounds, it's true to say that every day is different. A "typical day” can vary from quality assurance meetings (implementation of ISO17025 and ISO17020 in line with the Forensic Science Regulator's requirements is a significant project for everybody in our sector at the moment), to balancing our resources against the demands of four police forces investigating a wide range of crime types. An American Looks at European Police — 1971

“Long periods of pre-service training, great concern about individual freedom, less concern over enforcement of public morality, strict controls over use of firearms…”

th-1I wrote this back in 1971 after I have received a grant from my university to study police in Europe. Reading this, now almost a half-century later, I see most of what I believed about the art of policing a free society was reinforced by this trip. I had just completed my master’s degree in Sociology and had many ideas about how to police our nation. Visiting my counterparts in Europe was a fascinating and enriching experience that carried me through my career. Interestingly, the blindness we have today about race, immigration, and developing honest and trusting community-relations continues not only in our country, but in most all of Europe. What I did not write about was the profound experience I had seeing and working with uniformed women police while I was there. That experience changed my life and leadership in so many ways.

An American Looks at Europe’s Police

thEditor’s note: David C. Couper, author of this article studied police practices last summer in Stockholm, Copenhagen, Amsterdam and London under a grant from the Criminal Justice Studies Department of the University of Minnesota. Couper is public safety director for Burnsville [MN]. December 26, 1971, Minneapolis Tribune.

Long periods of pre-service training, great concern about individual freedom, less concern over enforcement of public morality, strict controls over use of firearms – these are the marks of European police that set them apart from American police.

On the other hand, European police share with their American counterparts the problems of student unrest, increasing drug use among young people, difficulty in attracting qualified recruits and the strains of police-community relationships.

One of the greatest differences is in training. European police do not take this lightly as we seen to do in this country. In the countries I visited, preservice or recruit training courses run from a maximum of three years to a minimum of one year of intensive training. In America we still allow police officers in many of our cities to enforce the law without any training whatsoever.

European policemen cannot understand our practice of giving a man public trust and authority to arrest and use force without intensive preservice training. In Minnesota we only require that a new policeman an eight-week certified training academy within the first year of his service, Communities under 1,000 population need not formally train their policemen at all.

England’s National Police College at Bramshill is a senior command school for police executives. Our FBI National Academy cannot compare in any way to the quality of this curriculum. We must provide our nation’s police administrators with significant managerial training to help them deal with the complexities of policing our changing society.

Europeans are also very concerned about individual freedom. Arrest with incarceration is a serious move and is generally used only in situations involving dangerous offenders or those offenders who may interfere with an investigation. Perhaps European police administrators are more concerned about individual freedom because many of them, sentenced to concentration camps during World War II, were themselves prisoners. I noticed this attitude particularly in the Copenhagen and Amsterdam police departments.

The London Police Department was the only agency I surveyed that did not issue firearms to its police. However, European police departments that do issue firearms to their men have strict regulations authorizing the use of a firearm. They may be used only to save their life, the life of another, or to stop a fleeing, dangerous felon. When London policemen are issued firearms, such as in situations when they must apprehend an armed person, they may use that weapon only of their life or the life of another is in danger. They may not use a firearm to halt a fleeing criminal regardless of the offense.

Generally, the enforcement of the public morality in Europe is not the concern of the police. Prostitution is legal in most of the cities I studied (except London), with laws regulating only operating territory and personal health requirements of prostitutes. Laws also forbid the presence of juveniles in red-light districts. European police do not seem to be very enthusiastic about regulating the consenting sexual behavior of adults in private.

They are, however, adamant about drug abuse. In these countries marijuana is not a popular drug of abuse, mainly because it is not grown in these northern European countries and is more difficult to smuggle than other drugs. Instead, the main drug traffic is in hashish. Drug-enforcement activity is directed towards apprehending traffickers instead of users. Policemen who encounter hashish users with a small amount of substance (five grams or under) generally take the name of the individual and confiscate the drug. However, if the individual possesses a large amount of the substance or is involved in trafficking, he is arrested and charged.

In spite of these differences between European and American police, there are a great many similarities, European police have problems concerning student unrest (police are sometimes even called “pigs” and are equally upset). They are alarmed over the increasing amount of drug use by their youth. They have difficulty attracting qualified young men into the police service. They also have problems relating to the public and in dealing with minority immigrant groups.

I was quite concerned with the large, centralized operations of European police and how they are able to relate to the public. I discussed neighborhood or community police with the, and most seemed to agree with the concept. (Neighborhood or community police services assigned policemen permanently to small “neighborhood” districts, encourage policemen to establish residence in these neighborhoods and, in short, attempt to develop mutual trust, concern and a cooperative effort in reducing dysfunctional community behavior.)

Although the European police I interviewed agree with this concept, they feel that its implementation will be a long way into the future. Only the London police are implementing “unit beat” policing which operationalized this concept. They are attempting to deliver personalized police services to their communities through this program.

I was also concerned with the attitude I perceived concerning “outsiders” or immigrants to these cities. The police indicated to me, in many instances, certain “scapegoating” tendencies toward these immigrant populations, who are mainly southern Europeans. The police equate increasing crime in their countries with the recent influx of these immigrants. Yet these immigrant workers are needed in order to supplement indigenous work forces.

In London, many race problems are also beginning to emerge. There are many charges of police brutality and discrimination in the press by British blacks. However, most British policemen I talked with do not believe that any racial strife similar to that in the United States will ever occur in their country.

I am afraid such an attitude is, at best, dangerous because it curtails any substantive towards prevention or correction. I did, however, talk with some policemen in the community relations unit of Scotland Yard who wished to study our racial experience, our past as well as present dealings with minorities, with an eye toward prevention.  These policemen agreed with me that system-wide approaches to problem-solving are needed in the areas of health, education, housing and economic opportunity, as well as in criminal justice.
